If you aren't able to open a document from a Guide or database link, or after downloading the document to your desktop, here are three possible reasons why:
The document's format is mhtml. If that's the case, you will need to open the saved document in a browser window to view it.
The document was created in a file format that isn't supported by a software application on your computer.
The document was created in the agency's proprietary format and requires a special viewer that you will need to download from the agency website.
